Skofner ADP Whitepaper : Mitigating Training Impact Decay Through Closed-Loop Pedagogical Diagnostics and Continuous Professional Development

Traditional paradigms for teacher Continuous Professional Development (CPD) exhibit a persistent failure to translate instructional theory into sustained classroom practice. This systemic inefficiency, recognized in educational psychology as Training Impact Decay, results in the successful classroom adoption of less than 5% of concepts delivered via standard workshop models. Furthermore, generic CPD interventions fail to address the phenomenon of "Scattered Skill Gaps," wherein individual educators across an institution possess highly asymmetrical pedagogical competencies. This technical report delineates the architecture and theoretical foundations of the Adaptable Development Program (ADP), a closed-loop framework developed by Skofner. Grounded in neuroscientific principles of cognitive load and distributed practice, the ADP discards rigid, pre-defined syllabi in favor of dynamic interventions guided by the SkofnerARC continuous tracking mechanism.
